The answer to the original question is "most of the time".
I have that exact hard drive; Western Digital My Passport 4Tb. I have a RPI4, which I have set up for USB boot, and it works fine most of the time. I've not found it to fail on startup. However, when I attempted to copy a large file hierarchy (40Gb) to the drive, eventually there was a loud "clacking" from the unit, and rsync complained of disk errors.
I checked the disk (fsck) & contents (md5sum) on another machine and there was no permanent damage. I have done this style of file copy many many times from/to laptops/desktops on this particular drive, with no problems.
My guess is that when the actuators for the read/write heads get too busy, they draw more current than normal and end up pulling down the supply rail.
For the record, the PSU I use is branded "Vilros" and is claimed to be made specifically for the RPI4; 5.1V @3A. The USB cable connecting the drive is from WD, and I plug it into a USB3 port on the RPI4.
